It was reported from the General Administration of Press and Publication (National Copyright Administration) that the third revision of the Copyright Law was formally started. The revision working group was chaired by Liu Binjie, Director General of the General Administration of Press and Publication and Commissioner of National Copyright Administration, and coordinated by representatives from legislative, judicial, administrative departments, author sectors and education and research units.

Accordingly, the Copyright Law was promulgated on September 7, 1990 and brought into effect on June 1, 1991. It experienced twice revision respectively in October 2001 and January 2010. Liu Binjie pointed out that as the Copyright Law was greatly challenged by the rapid development and wide application of high technology, particularly digital technology and network technology, it was of great significance to start the third revision. He stressed that the third revision should be suited to China's national conditions and focus on the solution of problems existing in the creation, utilization, protection and administration of copyright law; adhere to the interests balancing principle for creators, communicators and the public; and bring into play developed countries' mature experiences and actions.
